26th National Statistics Month and 2nd World Statistics Day
To Be Celebrated in October 2015

In October 2015, the Philippine Statistical System (PSS) will observe the National Statistics Month (NSM) on its 26th year, underscoring the theme: “Pagyamanin at Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na.”  The month-long observance of the 26th NSM also coincides with the celebration of the 2nd World Statistics Day (WSD) on 20 October 2015, with the theme: “Better data. Better lives.”

The annual celebration of the NSM is aimed at: (a) promoting, enhancing, and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and (b) eliciting the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.  The Department of Health (DOH) shall host this year’s NSM opening ceremony to be held on 1 October 2015.  The focus of this year’s NSM shall be on the government’s thrust on universal health care and the recognition of the various endeavors of official statisticians and technical personnel involved in the generation of health and nutrition statistics.

 Meanwhile, the Bangko Sentral ng Pilipinas (BSP) will again be hosting the national level closing ceremonies of the 26th NSM, following the 17th BSP-Department of Education (DepEd) Oratorical Contest to be held on 28 October 2015. Regional NSM opening and closing ceremonies will be spearheaded by the PSA, DOH and BSP through the Regional Statistical Committees (RSCs), and in cooperation with other regional/provincial line agencies, local government units (LGUs) and state universities/colleges and private sector organizations.

In its 46th session held in March 2015, the United Nations Statistical Commission (UNSC) invited UN Member States, UN organizations and other international and civil society organizations to the worldwide celebration of the 2nd WSD with the following objectives: (a) to emphasize the need for high quality official statistics geared towards improving people’s lives; (b) to recognize the crucial role of statistics in nation-building and tracking progress through the Sustainable Development Goals (SDGs); (c) to further support the work of statisticians across different settings, cultures and domains; and (d) to promote public knowledge and accessibility to timely, reliable and quality statistics for evidence-based and efficient decision-making. The UNSC along with some member states, including the Philippines, endorsed to the UN General Assembly a resolution designating 20 October 2015 as 2nd WSD and that the WSD be celebrated every five (5) years on October 20.  On 3 June 2015, the UN General Assembly adopted the said resolution.  As an active participant in the international statistical community, the PSS through the 26th NSM/13th National Convention on Statistics (NCS) Steering Committee agreed to lead the observance of the 2nd WSD in the Philippines this year.

To ensure successful conduct of national and regional interagency activities, the Secretary of Socioeconomic Planning and Chairperson of the PSA Board, Dr. Arsenio M. Balisacan, issued on 25 May 2015 PSA Memorandum Circular  No. 01-15 (Annex PR-201506-PP1-03-01). Thus, the PSA calls on departments, bureaus, offices, and instrumentalities of the national government, government-owned and controlled corporations, state universities and colleges, local government units, and the private sector to:

  1. Submit to the NSM Secretariat a list of 26th NSM and 2nd WSD activities on or before 28 August 2015, following the prescribed format to facilitate the consolidation of 26th NSM/2nd WSD Calendar of Activities (Annex PR-201506-PP1-03-02);

  2. Hang streamers/tarpaulin to aid in the promotion of the 26th NSM/2nd WSD (Annex PR-201506-PP1-03-03); and  

  3. Extend financial contribution to the NSM Common Fund on or before 15 August 2015, to fuel the various NSM interagency activities at the national and local levels and provide for the incentives in the 25th NSM Awards, by sending their pledge forms (Annex PR-201506-PP1-03-04) and/or draft Memorandum of Agreement with the PSA (Annex PR-201506-PP1-03-05).

National line agencies are enjoined to issue their respective special orders/ circulars to solicit the participation of their field/local offices/bureaus/ attached agencies in the celebration of the NSM. Administrators of state universities/ colleges and private sector organizations are encouraged to issue announcements to their faculty/ students and members, respectively, to encourage them to take part in the conduct of the various interagency 26th NSM activities and coordinate organization-wide activities aiming at improving statistical knowledge and awareness.

The PSA also welcomes entry submissions from government agencies, RSCs, private sector and youth groups for the 25th NSM Awards on the following categories: (1) Best Statistical Activity conducted by a government organization; (2) Best Statistical Activity conducted by a private profit/non-profit organization; (3) Best Region in Advocacy for Statistics; and (4) Best Youth Advocate for Statistics.
