Philippine Statistics Authority Conducts 2015 Labor Turnover Survey

The Labor Turnover Survey (LTS) is a quarterly survey conducted by the PSA which aims to generate data on labor turnover rate, existing job vacancies and labor market activities. Labor turnover rate is the percent difference between the proportion of newly hired employees and proportion of terminated employees in a company. Meanwhile, existing job vacancies refer to the total number of unfilled job openings which are available for immediate placement. Information gathered by this survey is intended to produce labor market indicators that will serve as basis for labor planning and policy-making.

Based on the latest results of the 2015 LTS, the labor turnover rate was recorded at 0.53% in the first quarter of 2015, a decline from the fourth quarter of 2014’s turnover rate of 1.02% and a slight decrease from the same quarter of previous year’s 0.59%. The sector on administrative and support service activities, including the BPO, has the largest accession rate at 19.97% which suggests that there are 200 workers added for every 1000 employed workers due to expansion and replacement. On the other hand, the construction sector posted the largest separation rate and further increased from the previous quarter’s 19.33% to 19.65% or 197 workers per 1000 employees were separated due to layoffs and quits.

The 2015 LTS uses the updated 2014 LTS sampling frame which consists of 19,182 enterprises based in Metro Manila. Data collection period and availability of results of 2015 LTS is shown below:

Data items to be collected in the 2015 LTS are information on employment such as the total number of working owners, unpaid workers and paid employees; labor turnover including total number of accessions due to replacement and expansion and total number of separations due to resignation and termination; number of agency-hired workers; and existing job vacancies. Total survey cost is Php 1,317,752.18 or Php 1,430.78 per enterprise/respondent.

The PSA renewed the clearance on 4 May 2015 for 2015 LTS through its Statistical Survey Review and Clearance System (SSRCS), a mechanism implemented by PSA pursuant to Rule 28 of the Implementing Rules and Regulations of Republic Act No. 10625 (Philippine Statistics Authority Act of 2013), to 1) ensure sound design for data collection; 2) to minimize the burden placed upon the respondents; 3) to effect economy in statistical data collection; 4) to eliminate necessary duplication of statistical data collection; and 5) to achieve better coordination of government statistical activities.

In light of this, enterprise owners and employees are enjoined to participate in the conduct of this survey.
