NSCB Conducts Dissemination Forum on the Revised/Rebased National Accounts of the Philippines (NAP)
The National Statistical Coordination Board (NSCB) will conduct a Dissemination Forum on the Revised/Rebased National Accounts of the Philippines (NAP) on May 12, 2011 at 8:30 am to 1:00 pm at the Crowne Plaza Galleria, Ortigas Avenue corner ADB Avenue. During the forum, the NSCB will officially release the revised/rebased (2000=100) NAP estimates for 1998-2010, balanced in a supply and use framework, as well as the new features/recommendations of the 1993 and 2008 System of National Accounts (SNA).

In addition, the NSCB will present during the forum the initial results of the Chain Volume Measures (CVM) of annual and quarterly NAP for 1998-2010 for comments and suggestions of the participants for the improvement of the CVM estimates.  The CVM is one of the important recommendations of the 1993 SNA as a better indicator of volume growth over time.

The revision and rebasing of the NAP was done as part of the Improving the Quality and Usefulness of the Philippine System of National Accounts (PSNA) project of the NSCB with funding assistance from the World Bank. The said project aims to update the PSNA to incorporate new developments/new set of international statistical standards and guidelines of the updated 1993/2008 SNA.  The revised PSNA will be harmonized with other frameworks such as the Balance of Payments and the Government Financial Statistics.

Among the highlights of the Forum is the presentation of Director Raymundo J. Talento on the 2000-based National Accounts of the Philippines 1998-2010 and the results of CVM national accounts, annual and quarterly, 1998-2010. He will also show the   comparisons with 1985-based and 2000-based estimates.

To give the participants a broader perspective on the National Accounts and Chain Volume Measures, the project consultant, Mr. Charles Aspden will report on the Global Developments in the System of National Accounts (SNA) and give a Backgrounder on CVM.

Socio Economic Planning Secretary and NEDA Director General Cayetano W. Paderanga,Jr  has been invited to deliver the Keynote Address. Secretary Paderanga also sits as Chair of the NSCB Executive Board.

The welcome remarks will be delivered by NSCB Secretary General Romulo A. Virola while Department of Finance Undersecretary Gil S. Beltran was invited to deliver the closing remarks. Other parts of the forum include the presentation of the background and rationale of the World Bank project by Ms. Ma Fe M. Talento while Ms. Vivian I. Illarina will talk on the future directions/next steps of the NSCB with regard to the link series, 1946-2010 and the revising/rebasing of related accounts (Income and Outlay Accounts, regional accounts). NEDA Director Myrna Asuncion will act as moderator during the open forum.  

To be invited in the Dissemination Forum are representatives from the national government agencies, private sector, legislative bodies, academe, development partners, the media, and other stakeholders of the Philippine Statistical System (PSS).
