Announcement

The Philippine Statistics Authority (PSA) is inviting prospective Project Consultant whose expertise in environment statistics and environmental accounts would be needed in the implementation of the Philippine Economic-Environment and Natural Resource Accounting (PEENRA) project.

  1. Background

    The Philippine government envisions the country as “an environment that is healthy, ecologically balanced, sustainably productive, climate change resilient, and one that provides for the present and future generations of Filipinos”.

    Recognizing the need for quantifiable measures to monitor continuing environmental changes and its impact to people and society, the PSA proposed a locally funded project that will implement the framework and the system for the generation and dissemination of environment and natural resources (ENR) statistics and accounts in support of the country’s social and economic development goals.

    The project focuses on the development of Philippine Economic-Environmental and Natural Resource Accounts based on the United Nations (UN) System of Environmental-Economic Accounting (SEEA 2012) - Central Framework. 

    Environment and Natural Resource Accounts, as a satellite account of the System of National Accounts, is useful in understanding the interaction between the economy and environment; assessment of trends in the use and availability of natural resources; and, the extent and discharges to the environment resulting from economic activities and the amount of economic activity undertaken for environmental purposes.  Environmental accounts can provide the necessary information for monitoring/measuring climate change and its impacts, adaptation and mitigation to climate change and disaster risk management and the environment in general.

    For 2015, the focus is to come up with the land and energy resource accounts based on the SEEA 2012.

  2. Objectives of the project:

    • Estimate for the environmental accounts on land, timber and energy resources

    • Establish the coordination mechanism of environment related agencies on data generation and dissemination activities at the national and sub-national levels

    • Disseminate statistical products to include preparation of technical papers and other publications containing national and subnational level statistics on environment, economic-environment, and climate change

  4. Major targeted outputs for 2015 of the project are as follows

    • Estimates using SEEA 2012 on Land and Energy Resources

    • Publication of Philippine Land and Energy Resource Accounts

    • Training on SEEA 2012 and revised Framework for the Development of Environment Statistics (FDES) concepts and frameworks
  1. Scope and Work of the Consultant

    This project shall be implemented through a project team consisting of a Consultant (who shall render a maximum of 40 man-days spread over six (6) months starting June 2015 to December 2015), Project Management Committee and PSA-Makati Project Staff. The consultant shall work closely with the project staff in coordination with the Project Management Committee and shall perform the following tasks:

    a. Render consultation and deliberation sessions with PSA technical and project staff on their respective estimates, by providing expert advice on:

    • compilation processes,
    • concepts, sources, methodologies and parameters to be adopted; and,
    • resource / sector specific issues

     

    b. Review project staff’s data assessment reports, and documentation of problems and issues on the compilation of environmental accounts:

      • b.1  Land Accounts
      • b.2  Energy Accounts

    c. Guide the project staff in aligning the terms, definitions, and classifications that are adopted by different government agencies with those proposed in the SEEA 2012 Central Framework and recommend ways of establishing standard terms, definitions, and classifications for Philippine land accounts.

    d. Conduct review and validation of results and estimates

    e. Guide the preparation and finalization of technical reports and publications on the resource accounts

    f. Guide the Project Management Committee in drafting and adopting a three-year plan for PEENRA, set for period 2015-2017, that will localize the SEEA 2012 and the revised UN FDES

    g. In coordination with the Project Manager, prepare the terminal report, with assistance from the PEENRA Project Staff.

  2. Duration

    The local project consultant is expected to render a maximum of 40 man-days spread over 6 months starting 15 May 2015 to 15 November 2015. The local project consultant shall undertake consultations, as well as provide advice and inputs in various outputs of the project.

  3. Evaluation Criteria

    The following criteria will be used in the evaluation of the candidates and in the selection of the Consultant.

  1. Required Documents

  1. Consultancy / Services Fee:  Payment for the services rendered by the local project consultant is Five Hundred Thousand Pesos (Php 500,000.00). This amount shall include applicable taxes and shall be based on the following schedule:

    • Twenty five percent (25%) of the contract price, net of VAT, shall be issued to the Consultant in the form of cheque within fifteen (15) working days from signing of the Contract;

    • Twenty five percent (25%) of the contract price, net of tax, shall be issued to the Consultant in the form of cheque within fifteen (15) working days from PSA acceptance of the Consultant’s Technical and Evaluation report of the development of Physical and Monetary Accounts for Land Resources of the project;

    • Twenty five percent (25%) of the contract price, net of tax, shall be issued to the Consultant in the form of cheque within fifteen (15) working days from PSA acceptance of the Consultant’s Technical and Evaluation report of the development of Physical and Monetary Accounts for Energy Resources of the project;

    • Twenty five (25%) of the contract price, net of VAT, shall be issued to the Consultant in the form of cheque within fifteen (15) days from the PSA’s acceptance of the Project Completion Report.
