Call for Prospective Project Staff of the World Bank-NSCB Project on Wealth Accounting and Valuation of Ecosystem Services (WAVES)

The NSCB is inviting prospective Project staff for the World Bank-NSCB Wealth Accounting and Valuation of Ecosystem Services (WAVES) Project.  The goal of the three-year project is to promote sustainable development through the implementation of comprehensive wealth accounting that focuses on the value of natural capital and integration of "green accounting" in a more conventional development planning analysis.

The positions and corresponding terms of reference, qualification standards and criteria for hiring are as follows:

I. One Statistical Coordination Officer (SCO) IV

A. Terms of Reference

  1. Implement the work programme for the WAVES project;

  2. Supervise the personnel matters of the Technical Assistants (TA’s) (Statistical Coordination Officers III and II), of the WAVES project;

  3. Supervise and coordinate staff studies directed to the analysis and evaluation of available data required for research and development work of the project;

  4. Compile environmental accounts and its subcomponents including related work on the compilation of the accounts together with the project staff;

  5. Take charge in the preparation and revision of project documents, work and financial  plan and other related documents;

  6. Prepare periodic reports on the accomplishment and ongoing activities of the project and provide these updates to the Project Manager and Assistant Project Manager;

  7. Oversee and manage the establishment and maintenance of liaison with the various agencies and the National Coordinator for WAVES Project whose mandates and Terms of Reference (TOR) are relevant to the work of the Project;

  8. Undertake the development and operationalization of training, lectures, fora, seminars and/or consultation meetings conducted by the project;

  9. Prepare discussion materials and highlights/minutes of Technical Working Group (TWG) meetings in coordination with the other project staff; and

  10. Perform other related duties as may be assigned by the Project Management Committee.

B. Minimum Qualifications

Education (40%) Bachelor’s degree relevant to the job, i.e., Statistics/Applied Statistics; Mathematics; Environmental Science; Economics or other related fields
Experience (25%) 2 years of relevant experience in environment-natural resource planning/statistics, environment-natural resource management
Training (20%) 8 hours of relevant training on environment-natural resource economics/management
Proficiency (10%) Strong oral and written communication (English and Filipino) skills; computer operations; use of Microsoft Office (Word, Excel, Powerpoint, Access, Outlook)
Eligibility (5%) Career Service (Professional)

C. Monthly Salary:      PhP 33,859 (equivalent to Salary Grade 19)

 

II. One Statistical Coordination Officer (SCO) III 

A. Terms of Reference

  1. Undertake the compilation and estimation of the assigned environmental accounts of the project.

  2. Assist in the implementation of the project’s work programme for the assigned environmental accounts;

  3. Undertake research, data gathering and data validation activities;

  4. Prepare discussion materials and highlights/minutes of Technical Working Group (TWG) meetings in coordination with the other project staff;

  5. Conduct researches on improving estimation methodologies;

  6. Undertake the analysis and interpretation of the results of WAVES estimates for the assigned environmental accounts;

  7. Prepare reports and other technical documents for the assigned environmental accounts;

  8.  Document the estimation process and procedures;

  9. Assist in the preparation of the accomplishment report/s for the project; and

  10. Perform other related duties as may be assigned by the Project Management Committee.

B. Minimum Qualifications

Education (40%) Bachelor’s degree relevant to the job, i.e., 
Statistics/Applied Statistics; Mathematics; Environmental Science, Economics; or other related fields
Experience (25%) 1 year of relevant experience in environment-natural resource planning/statistics, environment-natural resource management
Training (20%) 4 hours of relevant training on environment-natural resource economics/management
Proficiency (10%) Strong oral and written communication (English and Filipino) skills; computer operations; use of Microsoft Office (Word, Excel, Powerpoint, Access, Outlook)
Eligibility (5%) Career Service (Professional)

C. Monthly Salary:      PhP 26,878 (equivalent to Salary Grade 16)

 

 III. Two Statistical Coordination Officers (SCO) II

A. Terms of Reference

  1. Assist in the implementation of the project’s work programme for the assigned environmental accounts;

  2. Assist in the compilation of the environmental accounts of the project.

  3. Undertake research, data gathering and data validation activities;

  4. Assist in the preparation of periodic reports on the accomplishments and on-going activities of the project;

  5. Prepare presentation materials and proceedings for workshops, training activities, consultation meetings, seminars and other related activities of the project;

  6. Participate in meetings, training activities, seminars, workshops and other related activities of the project;

  7. Assist in the preparation of the discussion materials and highlights/minutes of Technical Working Group (TWG) meetings in coordination with the other project staff;

  8. Attend to the administrative matters related to the project in coordination with the Project Administrative and Finance Committee; and,

  9. Perform other related duties as may be assigned by the Project Management Committee.

B. Minimum Qualifications

Education (40%) Bachelor’s degree relevant to the job, i.e., 
Statistics/Applied Statistics; Mathematics; Environmental Science, Economics; or other related fields
Experience None required
Training None required
Proficiency (30%) Oral and written communication (English and Filipino) skills; computer operations; use of Microsoft Office (Word, Excel, Powerpoint, Access, Outlook)
Skills (25%) Knowledgeable in basic data collection and statistical/mathematical operations
Eligibility (5%) Career Service (Professional)

C. Monthly Salary:    PhP 21,436 (equivalent to Salary Grade 13)
