Call for Prospective Project Staff of the Locally-Funded Project
on “Development of the Subnational Statistical System
Towards Good Governance” for Makati City

The Philippine Statistics Authority (PSA) is inviting prospective Project staff for the Locally-Funded Project on  “Development of the Subnational Statistical System Towards Good Governance”.  The goal of the Project is to improve statistical development at the local level through the implementation of statistical coordination mechanisms and activities that will result to good governance.

Although the work will involve the implementation of various statistical coordination mehanisms in support of the statistical development of Region III and Region IVA and will require travel to the two regions, the station of the Project Staff will be in Makati City.

The positions and corresponding terms of reference, qualification standards and criteria for hiring are as follows:

Two (2) STATISTICAL COORDINATION OFFICER IV: Station: Makati City

A. Scope of Work

  1. Draft plans and programs for the development and maintenance of the regional statistical system to provide timely, reliable and adequate statistics needed for development planning and policy analysis for consideration of the Regional Statistical Coordination Committee (RSCC).

  2. Take charge of the planning and implementation of programs for the provision of adequate statistical standards and other mechanisms to improve quality of regional and local statistics in establishing linkages with data producers and users, in improving technical assistance, and responding to request for data/information.

  3. Serve as the lead technical secretariat staff to the Regional Statistical Coordination Committee (RSCC).

  4. Lead in the estimation of the Gross Regional Domestic Product (GRDP) for his/her region

  5. Review the system of data production and dissemination of statistical offices and other units engaged in statistical work and recommend measures to improve the quality of a general usefulness of statistics obtained.

  6. Review and grant clearance to statistical questionnaires, survey plans and report forms prepared by regional and local government offices to prevent duplication, reduce costs, minimize reporting burden and improve the quality of and general usefulness of statistics obtained.

  7. Lead in the preparation of publications such as the Regional Social and Economic Trends, Countryside in Figures, Handbook on Women and Men in the Region

  8. Review and implement guidelines in planning and coordinating regional statistical activities and in preparing statistical publications needed for regional planning and analysis.

  9. Monitor and evaluate the progress of implementation of statistical projects and activities at the regional and sub-regional levels.

  10. Prepare/review/finalize technical reports, memoranda and other official papers.

  11. Perform other related tasks as may be assigned from time to time.

 

B. Minimum Qualifications

Education (40%):  Bachelor’s degree relevant to the job, i.e., Statistics/Applied Statistics; Mathematics or other related fields
Experience (25%):   2 years of relevant work experience related to statistics, mathematics, planning or management
Training (20%):  8 hours of relevant training on statistics, planning or management
Proficiency (10%): Strong oral and written communication (English and Filipino) skills; computer operations: use of Microsoft Office (Word, Excel, PowerPoint, Access, Outlook)
Eligibility (5%): Career Service (Professional) Second Level Eligibility

 

C. Monthly Salary:    PhP 33,859 (equivalent to Salary Grade 19)


 

Two (2) STATISTICAL COORDINATION OFFICER III: Station: Makati City

A. Scope of Work

  1. Assist in drafting plans, programs and projects designed to improve production and dissemination of subnational data, fill in data gaps and meet current and emerging data needs for regional planning analysis, implementing plans, programs, projects and activities and in coordinating inter-agency activities in the regions, and in monitoring of the implementation of statistical projects and mechanism for coordination of statistical activities.

  2. Coordinate the review and assessment of regional and local statistical activities and make recommendation to enhance the relevance of statistics generated for development planning and policy-making.

  3. Review the operation and maintenance of the regional statistical database system and evaluate/validate socioeconomic data collected for the regional statistical database system and for the statistical publications.

  4. Take change of providing the necessary technical and secretariat services to the RSCC and its statistical sub-committees and task forces to ensure the proper conduct of their meetings.

  5. Assist in the estimation of the Gross Regional Domestic Product. Validate/cross-check data to be used in the estimation of the GRDP.

  6. Lead in the preparation of statistical brochures and data handouts such as the StatWatch, GenderWatch, MDGWatch.

  7. Assist in providing technical and secretariat support services to the RSCC and its statistical sub-committees and tasks forces.

  8. Draft technical reports, publications, memoranda, and other official papers, assess the applicability to local requirements of statistical theories and techniques, analyze the validity, comparability and adequacy of available regional and local data, or evaluate the conclusions drawn from the data which may serve as basis of policy-decisions.

  9. Provide frontline services in the information center.

  10. Perform other related tasks as may be assigned from time to time.

B. Minimum Qualifications

Education (40%):  Bachelor’s degree relevant to the job, i.e., Statistics/Applied Statistics; Mathematics or other related fields
Experience (25%):   1 year of relevant work experience related to statistics, mathematics, planning or management
Training (20%):  4 hours of relevant training on statistics, planning or management
Proficiency (10%): Strong oral and written communication (English and Filipino) skills; computer operations: use of Microsoft Office (Word, Excel, PowerPoint, Access, Outlook)
Eligibility (5%): Career Service (Professional) Second Level Eligibility

     

C. Monthly Salary:    PhP 26,878 (equivalent to Salary Grade 16)


 

Two (2) STATISTICAL COORDINATION OFFICER II: Station: Makati City

A. Scope of Work

  1. Responsible for the gathering of researches, studies and other materials for the improvement of statistical methodology for the development of statistical standards for uniform reporting, presentation and publication of statistics by the regional statistical offices, and for the formulation of plans, programs and projects, to improve the regional statistical system.

  2. Responsible for the programming of tables for the regional statistical database system and in the preparation of materials/reports for dissemination to data users.

  3. In the absence of an IT position, lead in the development, maintenance and updating of the regional website.

  4. Assist in the preparation and review/evaluation and analysis of materials, technical reports and other documents on the implementation of approved statistical activities or projects and in the monitoring projects to ensure completeness and consistency with approved plans and instructions.

  5. Assist in the preparation of materials, minutes/highlights, technical reports for the committees and tasks forces.

  6. Assist in the analysis of socioeconomic data for the preparation of publications to inform data users and producers at the regional and local levels of development in statistics and promote awareness/appreciation of statistics.

  7. Provide frontline services in the information center.

  8. Perform other related tasks as may be assigned from time to time.

 

B. Minimum Qualifications

Education (40%):  Bachelor’s degree relevant to the job, i.e., Statistics/Applied Statistics; Mathematics or other related fields
Experience :   none required
Training :  none required
Proficiency (30%): Strong oral and written communication (English and Filipino) skills; computer operations: use of Microsoft Office (Word, Excel, PowerPoint, Access, Outlook)
Skills : Knowledgeable in basic data collection and statistical/mathematical operations
Eligibility (5%): Career Service (Professional) Second Level Eligibility

 

C. Monthly Salary:    PhP 21,436 (equivalent to Salary Grade 13)


 

Two (2) ADMINISTRATIVE AIDE IV: Station: Makati City

A. Scope of Work

    1. Provide clerical and administrative functions in the areas of liquidation, records keeping, and documentation, among others.

    2. Perform highly skilled and responsible clerical and administrative work using computer.

    3. Prepare drafts of routine official letters and endorsements.

    4. Assist in the preparation of briefing/orientation/presentation materials using computer software.

    5. Input into the computer communications/reports and other documents prepared by the staff.

    6. Cut stencils and sort reproduced copies and operate Xerox and binding machines.

    7. Responsible for the identification and safekeeping of supplies and materials needed by the staff.

    8. Perform other related tasks as may be assigned from time to time.

B. Minimum Qualifications

Education (40%):  Completion of two years studies in college
Experience :   none required
Training :  none required
Proficiency (30%): Strong oral and written communication (English and Filipino) skills; computer operations: use of Microsoft Office (Word, Excel, PowerPoint, Access, Outlook)
Skills : Knowledgeable in basic mathematical operations
Eligibility (5%):   Career Service (Subprofessional) First Level Eligibility

 

C. Monthly Salary:    PhP 12,921 (equivalent to Salary Grade 6)
